Environment - Statewide Electronics Recycling Program
Synopsis: Altering a specified recycling program
to include specified electronic devices; authorizing a county to address
methods for the separate collection and recycling of specified
electronic devices in a specified recycling plan; requiring that
specified funds, in excess of a specified amount, revert to the General
Fund of the State; requiring manufacturers of specified electronic
devices to submit to the Department a specified registration and fee;
repealing the termination date of provisions of a specified Act; etc.

Synopsis: Requiring bottle deposits, returns, and
refunds on specified beverage containers; requiring a specified person
to pay a refund under specified circumstances; providing for the duties
of a person that accepts specified containers from consumers; requiring
the State to pay a handling fee and refund value to a redemption center
under certain circumstances; altering the circumstances under which the
State Recycling Trust Fund receives and grants moneys; requiring
counties in the State to open at least one redemption center; etc.

specified manufacturers of computers; allowing specified manufacturers of
computers to submit an environmental compliance plan to the Department of

House Bill 911
Solid Waste Disposal - Cathode Ray Tubes -
Computer Monitors and Television Screens

Synopsis:
Prohibiting any person from disposing of a cathode ray tube (CRT) from a
computer monitor or television in any location not designated by the Department
of the Environment for the management and recycling of used CRTs on or after
December 31, 2004; prohibiting any sanitary landfill, solid waste transfer
station, or incinerator from accepting a CRT on or after that date; requiring
the Office of Recycling to develop a method for the management and recycling of
used CRTs; authorizing the Department to adopt regulations; etc.

2002 Bills
Senate Bill 243 / House Bill 299 (2002)
The Maryland Recyclers Coalition submitted a letter to
The Honorable John A. Hurson, Chairman of the Environmental Matters Committee,
House of Delegates of Maryland. In part it notes:
"MRC has always been supportive of efforts to expand
recycling, encourage source reduction, and promote "buy recycled,"
and, in so doing, we endorse the concept of increased funding for State efforts
in these areas. This would be consistent with the findings of the
Maryland Recycling Advisory Group and the Governor’s Solid Waste Management
Task Force (1998), both of which MRC participated in and which MRC
unanimously endorsed."
