Legislative information is important to everyone in Maryland and the MRC is committed to providing information as it becomes available. Provided, below, is a short synopsis of the Senate or House Bill and other valuable information. 2007 Bills

HB 488    Environment - Statewide Electronics Recycling Program

Synopsis: Altering a specified recycling program to include specified electronic devices; authorizing a county to address methods for the separate collection and recycling of specified electronic devices in a specified recycling plan; requiring that specified funds, in excess of a specified amount, revert to the General Fund of the State; requiring manufacturers of specified electronic devices to submit to the Department a specified registration and fee; repealing the termination date of provisions of a specified Act; etc.

HB 839    Environment - Recycling - Bottle Deposits, Returns, and Refunds

Synopsis: Requiring bottle deposits, returns, and refunds on specified beverage containers; requiring a specified person to pay a refund under specified circumstances; providing for the duties of a person that accepts specified containers from consumers; requiring the State to pay a handling fee and refund value to a redemption center under certain circumstances; altering the circumstances under which the State Recycling Trust Fund receives and grants moneys; requiring counties in the State to open at least one redemption center; etc.

HB 346    Procurement - Percentage Price Preference - Environmentally Preferable Products or Equipment: VETOED by Governor

Synopsis: Providing a specified price preference for environmentally preferable products or equipment under specified circumstances; requiring the Board of Public Works to adopt specified regulations concerning the establishment of a specified percentage price preference; requiring specified units of State government to establish a list of acceptable environmentally preferable products or equipment; etc.

Synopsis: Establishing the Statewide Computer Recycling Program in the Department of the Environment; requiring the Office of Recycling in the Department to administer the Program; authorizing, on or after January 1, 2006, computer manufacturers to submit a specified environmental compliance plan for the manufacturer's computers; requiring the Department, upon specified determinations, to certify and renew a certification of a manufacturer's plan; etc.

HB 614      Certification and Procurement - Environmentally Compliant Manufacturers of Computers - No Action

Synopsis: Establishing a certification process for specified manufacturers of computers; allowing specified manufacturers of computers to submit an environmental compliance plan to the Department of the Environment; allowing the Department of the Environment to certify specified manufacturers who submit a plan; establishing a specified percentage price preference for procurements to specified manufacturers; requiring the Board of Public Works to adopt regulations by a specified date; etc.

Synopsis: Authorizing the creation of a State Debt in the amount of $32,000, the proceeds to be used as a grant to the Board of Directors of the Maryland Public Interest Research Group, Inc. for the purchase of indoor and outdoor recycling bins, to be located on McKeldin Mall and Fraternity Row at the University of Maryland, College Park; providing for disbursement of the loan proceeds; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.

Requiring that the design, construction, operations, maintenance, and deconstruction of specified new buildings conform to a specified rating adopted by the Maryland Green Buildings Council; and requiring that reasonable efforts be made by units of State government to maximize the use of energy efficiency and resource conservation techniques in specified existing State buildings.

Senate Bill 541

Procurement - Environmentally Preferable Products and Equipment - Report and Purchase

Synopsis:

Requiring each State unit to purchase environmentally preferable products and equipment if they meet or exceed specified performance standards; requiring the Board of Public Works to adopt specified regulations by December 31, 2005 and to maintain and make available a specified listing; requiring the Secretary of General Services to review, evaluate, and report by October 1, 2004 regarding specified aspects of the procurement and use of environmentally preferable products and equipment; etc.

Procurement - Percentage Price Preference for Recycled Materials - Chicken Litter

House Bill 911

Solid Waste Disposal - Cathode Ray Tubes - Computer Monitors and Television Screens

Synopsis:

Prohibiting any person from disposing of a cathode ray tube (CRT) from a computer monitor or television in any location not designated by the Department of the Environment for the management and recycling of used CRTs on or after December 31, 2004; prohibiting any sanitary landfill, solid waste transfer station, or incinerator from accepting a CRT on or after that date; requiring the Office of Recycling to develop a method for the management and recycling of used CRTs; authorizing the Department to adopt regulations; etc.

2002 Bills

Senate Bill 243 / House Bill 299 (2002)

The Maryland Recyclers Coalition submitted a letter to The Honorable John A. Hurson, Chairman of the Environmental Matters Committee, House of Delegates of Maryland. In part it notes:

"MRC has always been supportive of efforts to expand recycling, encourage source reduction, and promote "buy recycled," and, in so doing, we endorse the concept of increased funding for State efforts in these areas. This would be consistent with the findings of the Maryland Recycling Advisory Group and the Governor’s Solid Waste Management Task Force (1998), both of which MRC participated in and which MRC unanimously endorsed."
